(New York, NY) — New York City is doing away with qualified immunity. Another reform allows the Civilian Complaint Review Board to investigate officers with a history of bias and racial profiling complaints. It also gives the board final authority to recommend discipline for officers. In a statement, Police Commissioner Dermot Shea expressed concern about the reforms, particularly his inability to have the final say on discipline.
