The number of rehab recovery houses has been going up in recent years including in Costa Mesa neighborhoods. There’s also been an uptick of burglaries.
“Our police have shared with us that they think that it’s drug related. You know, they’re trying to find cash to get drugs.”
Mayor Katrina Foley says addicts are being brought in from other states by brokers.
“They’ve created this industry but they’re not properly caring for the people who they’re recruiting to come into their home.”
There’s no state license required to open a recovery house so practically anyone can do it. Costa Mesa has created policies and procedures for issuing permits to hold operators more accountable.
